Diagnostics and Servicing Process Department (ZDO) is divided into three sections: Equipment Testing Section, National Vehicle Technical Data System Section, Vehicle Inspection Stations Technical Advise Section, additionally, it manages the activities of the Automotive Service Centre for the Disabled.
The Department performs works concerning:
- technological processes and equipment of the automotive industry back-up facilities,
- diagnostic tests of the road transport vehicles,
- testing of diagnostic equipment used in the road transport sector,
- designing and making prototypes of the testing and measuring equipment for servicing and examining vehicles,
- design and construction of prototype research and measurement devices for vehicle maintenance and testing,
- organization of vehicle inspection stations and methodologies for monitoring their operations,
- organization of training and professional development courses for entities and individuals within the automotive technical sector,
- cooperation with national entities regarding technical processes in road vehicle operation and accompanying regulations and standards,
- development of technical data information systems, including the creation of the ITS Catalogue of vehicle makes and types,
- development of technical specifications for automotive technical facility instruments and equipment,
- development of modern diagnostic and technical condition control systems for vehicles in use, with a special focus on environmental protection issues,
- periodic inspection of on-board recording systems used in road transport,
- state regulations regarding technical requirements for vehicles, vehicle testing, inspection stations, and diagnostic technicians,
- coordination of the Automotive Service Centre for the Disabled, including:
- promotional activities to increase social awareness regarding mobility for people with disabilities,
- cooperation with institutions, organizations, and individuals acting on behalf of people with disabilities,
- analysis of technological developments related to adaptive devices.
In particular, these activities include:
Equipment Testing Section
- accredited testing of diagnostic equipment intended for use at vehicle inspection stations for compliance with the requirements of the Regulation of the Minister of Transport and Construction of February 10, 2006, on detailed requirements for stations conducting technical inspections of vehicles (Journal of Laws No. 40 of March 10, 2006, item 275), as well as other equipment operated within the road transport sector,
- preparation of design and technological documentation for prototypes of research and measurement equipment related to the Institute's activities,
- construction of equipment prototypes based on the developed documentation,
- drafting technical requirements for instruments and equipment used in the automotive technical facilities sector,
- flatness measurements of measurement benches at vehicle inspection stations,
- verification of instruments for checking headlight alignment.
National Vehicle Technical Data System Section (ITS Technical Data)
- developing and managing an electronic technical data system of vehicle makes and types that are homologated and approved for road use within the territory of the Republic of Poland (ITS Technical Data), pursuant to Art. 80bh of the Road Traffic Law (Journal of Laws of 2024, item 1251),
- supporting vehicle registration authorities regarding technical data of vehicles required for registration within the ITS Technical Data,
- researching and analysing data from the national CEPiK 2.0 system,
- preparing technical materials necessary for the amendment of legal standards and national regulations relating to vehicle registration and the technical condition of vehicles,
- developing information systems for vehicle technical data.
National Vehicle Technical Data System Section
- development of modern diagnostic systems and technical condition monitoring for vehicles in service, with a particular focus on environmental protection and recycling,
- research and improvement of existing methods, as well as the implementation of new automotive diagnostic techniques,
- Preparation of technical materials necessary for the amendment of legal standards and national regulations regarding vehicle technical conditions, with special emphasis on environmental protection and recycling,
- Testing and certification of digital tachographs,
- operation of a Vehicle Inspection Station,
- consultancy services regarding the technology and equipment of vehicle inspection stations,
- advisory services regarding vehicle testing methods within inspection stations,
- auditing and assessment of vehicle inspection stations and other automotive technical facilities to ensure compliance with legal technical and organizational requirements,
- development and updates of the " VIS patronage" software for the management of vehicle inspection stations,
- initial and advanced training for the technical personnel of vehicle inspection stations,
- organization of patronage conferences and seminars,
- development of information materials and publications, including various datasets, to provide support for vehicle inspection stations.
Automotive Service Centre for the Disabled
- serving as a scientific, technical, and information centre in the field of individual transport,
- providing information to persons with disabilities and their caregivers/families regarding individual transport products and services,
- conducting consultations on the verification of driving eligibility for persons with physical disabilities,
- organizing consultations regarding the selection and use of adaptive equipment,
- cooperating with governmental and local government institutions, non-governmental organizations, and companies in the automotive industry,
- providing short-term rental of vehicles adapted to the needs of drivers and passengers with disabilities,
- preparing analyses, opinions, and expert reports concerning individual transport for persons with disabilities,
- implementing the objectives of the Strategy for Persons with Disabilities 2021–2030 in the area of comprehensive support for individual mobility,
- coordinating and conducting scientific research related to individual transport dedicated to persons with physical disabilities,
- promoting knowledge in the field of individual transport and accessible mobility,
- organizing and conducting training sessions on the mobility of persons with physical disabilities,
- organizing and supervising student internships.
