With effect from 14 August 2013 and by the decision of the Minister of Transport, Construction and Maritime Transport, the Institute became an entity authorized to carry out, among the others, an individual type-approval procedures. Individual type-approval involves inspecting one particular copy of the vehicle and determining whether the vehicle meets the requirements set by the Ministry of Transport in J. of L. of 2013, item 408 - consolidated text - Notice of the Minister of Infrastructure and Development of 15 December 2014, published in the J. of L. of 2015, item 148 on the individual vehicle type-approval. An individual type-approval applies for the new, previously unregistered vehicle, which at the current stage of completion, does not have a valid certificate of conformity (CoC). An individual type-approval is not for the vehicles mentioned in the Act amending the Road Traffic Act and some other laws – J. of L. of 2012 item 1448 Art. 70 paragraph 3-5.

To obtain individual type-approval it is need to have:

• an application to ITS for an individual type-approval
• an information document conforming to the example set out in Annex III to the Directive 2007/4/EC according to the category of a given vehicle

- the example for M category (passenger cars and buses)

• complementary example of the M1 Cat. complete and completed vehicle
• complementary example of the M2 Cat. complete and completed vehicle
• complementary example of the M3 Cat. complete and completed vehicle

 - the example for N category (trucks)

• complementary example of the N1 Cat. complete and completed vehicle
• complementary example of the N2 Cat. complete and completed vehicle
• complementary example of the N3 Cat. complete and completed vehicle

- the example for O category (trailers)

• complementary example of the O1 and O2 Cat. complete and completed vehicle
• complementary example of the O3 and O4 Cat. complete and completed vehicle

 - The example for L category (two- or three-wheel motor vehicles, some motor vehicles having four-wheels, mopeds)

• a list of data and information on a vehicle required for the registration and the records of vehicles, whose example is attached as an Appendix 5 to the Announcement of the Minister of Infrastructure and Development of 15 December 2014, published in the J. of L. of 2015, item 148 on the individual vehicle type-approval
• copies of the type-approval certificates or other documents attesting compliance with the technical requirements set out in European Union legislation or regulations of the United Nations
• vehicles to be tested
• copy of the proof of test fee payment before issuing ITS reports.

Then TDT has to be supplied with:

• the application for  the individual type-approval of the vehicle, whose example is attached as Appendix 6 to the Announcement of the Minister of Infrastructure and Development of 15 December 2014, published in the J. of L. of 2015, item148, on the individual type-approval of the vehicle
• an information document conforming to the example set out in Appendix III to the Directive 2007/46/EC or Appendix II to the Directive 2002/24/EC or Appendix I to the Directive 2003/37/EC according to the category of the vehicle
• ITS test report attesting compliance with the conditions or technical requirements in order to obtain individual type-approval of the vehicle
• copy of the proof of payment of the fee to TDT for the issue of the individual type-approval of the vehicle
• copy of the proof of ownership of the vehicle.

TDT issues an administrative decision on the individual type-approval of the vehicle based on ITS test report. The Minister with his Decision can exempt the vehicle from compliance with certain technical requirements – The Act on amending the legislation- the Act on the road traffic and certain other acts - Art. 70zn paragraph 6.
